I would like to know how I can move the chart in all directions without the price scale being self-scaling.

It sounds like you want to enable the option for Support Vertical Scaling Movement with Hand Tool and then use the Hand Tool to move the chart around. Refer to the information for this setting here:

You don't understand me, for example I want to follow the price 2800 moving backwards with the hand tool, I want to always visualize that price level, but what happens when I go backwards the price scale adjusts as the price goes up or down so that level is lost, in NinjaTrader you have the function Ctrl+left click pressed to disable the auto scale and move the chart always following the desired price value.

Another thing, there is a way to block the selection of elements when you have the active hand function, as it is difficult to find areas where there are no drawings to move.

This should work for you. Right click on the scale of the chart you want to adjust. Then click on Scale Settings. in the popup window select Use Defined. You then put in a top of range and bottom of range. Now the chart will hold that range as you scroll bars back and forward on the chart. Then when you want to have the scale follow the visible price as it does in Scale Automatic, you just select that option when right clicking on scale. If you want to lock the scale again to what you previously selected, just right click on the scale and select User defined. It will remember your last settings and use them. So it is fairly easy to switch options.

The proper solution is to right-click on the price scale on the right side of the chart and select Scale Range: User Defined with Auto Set:

Regarding chart drawings, disable Support Left Click to Select Chart Drawings:
