Can you confirm which time zone is being used for the timestamps for this symbol? Is it Seychelles (GMT+4)?

I am concerned that about any effect that DST would have on the datetime stamps of the data.

I am assuming that because Seychelles where the BitMEX exchange is located has no DST that this is a non-issue?

BitMex is not in Seychelles. That is just a place of incorporation.

The BitMex systems are in Europe last time we checked.

All data received from BitMex is time stamped according to UTC and can be can converted to any time zone accurately.
