Is it possible to use a cell refence to designate the row number?

And if so, what is the notation?

so if we wanted "@3", how would we go about using a cell reference in lieu of that 3?

I tried putting a number "3" in H3 and typed "@H3".. but that obviously didn't work....

That format only works for values from subgraphs.
Working with Spreadsheets: References to Study Subgraph Columns when using the Spreadsheet Study
The number after the @ is the row.

Use the standard Column/Row format to reference all other cells, e.g.:
A4, H1, J8

I believe the index function will work with what I'm trying to do.
