Do I need to go to Service Package 3? Shouldn't this be included in "Standard Features"?

What is the particular symbol you are having difficulty with? There are no symbol restrictions on package 1.

VIX, VXV, and VVIX. My tickers for stocks works fine. IB Gateway, IB API, and SC are all updated to the latest version.

You need to use the proper symbols. Update the Symbol Settings as explained here: http://www.sierrachart.com/index.php?l=doc/doc_GlobalSymbolSettings.php#UpdateSettings You will see these symbols now listed under the "Indexes" list in File >> Find Symbol.
