I cannot revert below 2017. Above version 2016 all give connection error about CQG WebAPI

All versions above 2016 give the following connecting error:
Connection error message from service CQG WebAPI | Market data logon unsuccessful. Server message: Trader is not enabled to use Sierrachart. Contact your FCM | Date- Time: 2019-12-19 ....
I still cannot connect to Sierrachart
And reverting to a version below 2017 are not possible.

We apologize for this. Could you contact your broker and have them activate the CQG Web API? We are checking to see what version you can still use CQG FIX with. And how come you cannot go below 2017? We could do a remote assistance session to help you with that if necessary.

I had a problem with answering or clicking the complicating boxes below the message.
I could revert to version 1999.
However I could still not connect.
I get still the error message:

What you now need to do is set Global Settings >> Data/Trade Service Settings >> Service to CQG FIX.

I reverted to Sierrachart 1999.
I tried to find Data/Trade-Service CQG-FIX in the list but I couldn't find it.
I attached the list of Data/Trade services herewith.
