How to drag the chart when at Crosshair mode?

Yes, just set the option under Global Settings >> Tool Settings >> Chart Values to either Always On When Using other Tools or Always Enabled when Using Other Tools. Refer to the information for this setting within this section of the documentation: Chart Drawing Tools: Chart Values Tool Configuration And then you will be able to see the crosshairs and Tools Value Window when using other tools, including the Hand tool, which allows you to drag the chart.
