I am using the Volume Value Area Lines indicator set at 60 minutes as the interval with the option of New Period at Day session start... So it starts at 9:30 ET... which SHOULD mean that the next period will start at 10:30 ET... HOWEVER, this is not the case... it begins it's next period at 10:00 ET (30 minutes) and continues to change periods every hour on the hour. The option I selected is NOT hourly(which isn't even an option) Selecting a period of 60 minutes, should change every 60 minutes from the day start...

Do you have a Session Start Time in Chart settings set to 9:30:00 as well?

YES!!! Well I use Chicago time so my chart says 8:30... I'm attaching some Jpegs... first are the study settings, 2nd shows the session start @ 8:30... 3rd shows the Volume Value Area Lines shifting @ 9:00 after only 30 minutes.

also to add... it doesn't matter whether I set the reference periods back at either 0 or 1....
