How do you bring one study forward (up) or a study back when they are on chart region 1?

On the Chart Studies Dialog (Shortcut F6) there is a list of studies that you've applied to your chart. A funny analogy is to think of your chart as a painting with many layers. The studies that are higher in the list are "painted" first. So if you want a specific study to be behind another, simply move the one you want to be behind higher up the list than the one you want to be in front. You can do this by selecting it and using the move up button.

Some other tips:

By default studies are overlayed on top of the price graph in chart region 1. If you'd like the study to be behind the price graph, go to the study's settings dialogue, then under the Settings and Inputs Tab there is a check box in the lower left of the dialog titled Draw Study Underneath Main Price Graph.

There's also the ability to displace a subgraph forward or backward in time under the study settings Subgraphs tab, enter a value in the displacement spinbox and click apply to see the changes.
