Here I have uploaded an example. Any time price closes outside the BB on the opposite side a arrow forms. Is this possible?

Yes for sure this is supported. There are many examples here to help you with this:

Refer to examples 28, 33 and 34. These are all good examples and the formulas can be used as is with the Bollinger Bands study.
