Click and drag drawing tools

I want to single click a tool, hold the left mouse button, move the tool (eg horizontal line), let go of the left mouse button and the tool has been moved and pointer is back at hand tool. Possible? Date Time Of Last Edit: 2017-05-08 10:05:30

This is supported.
