I understand IB has a fill or kill application when looking at limit sell/target orders. Can this method be applied to our orders in SC using ACSIL? Basically setting FOK as the time in force dictates that the entire order must execute immediately or be canceled.

I would like to cancel unfilled parent order of mine automatically when the market moves ahead.
Example: market price is @ 1.10. There is a buy limit order of mine @ 1.05 price level with a quantity of 100. When price touches 1.05 level but partial fill occurs then price moves above 1.05 level, I need to rest of the parent order to be canceled. As I use LMAX, I do my trade management via Sierra chart (locally).
Is there a way to do so such as using TimeInForce options?

No. Never rely on those time in force settings. You must be in control of this yourself and cancel the order when you need to cancel it.
