After update from 1330, toolbars in detached windows disappear

Not sure if this is Sierra or Windows related (8.1 Pro) but it started right after I updated 1330 to 1333. Now I am on 1336 and it persists. You can see on the attached pic that only the far right part is visible.

This happens at startup and when I detach a window. The only way I can fix it is if I disable the toolbar from the window command, or add another toolbar. Then the toolbars of the window appear normally.

We tested Windows 7 (2 systems) and Windows 8.1.

We cannot duplicate the problem on either one.

We recommend restarting your computer and see if you still encounter it.

I have restarted several times. I also run Actual Window Manager (actual multiple windows), a program for multiple monitors. Could it perhaps have something to do with it?

It could, but we have to check to see what changes might have been made which might be causing the issue.

Try temporarily disabling that manager program and see if it makes a difference.

I tried both to pause and exited it completely, then restarted Sierra. Unfortunately, the problem persists and seems to be unrelated to Actual Window Manager. Any other suggestion?
