SOLVED

this was a Bitdefender Total Security 2015 issue on Win7-64. adding an exception for Sierra to connect thru the firewall does NOT allow it to connect. the following procedure must also be done: http://forum.bitdefender.com/index.php?showtopic=35604&st=0&p=153821&#entry153821
