How Can I Set the Colors for the Compact Tool Values and Tool Values Windows?

I'm trying to find the settings that control the colors for the Compact Tool Values and Tool Values windows. According to the documentation, it should be the Chart Background and Chart Text settings (Chart Drawing Tools: Color Settings for Tool Values Window and Compact Tool Values Window). But as my screenshot shows, that’s not true. Neither the Compact Tool window nor the Tool Values window is governed by these parameters. The documentation also states that the Chart Values window is governed by those settings. However, that’s not true either. It has its own separate settings, as shown in the screenshot. |

The "Chart Values..." settings that you reference apply to all three of the values windows (Chart Values Window, Tool Values Window, and Compact Tool Values Window). So to change the background and text color you change the "Chart Values Window Background" and "Chart Values Window Default Text Color" respectively.
