For whatever reason, my control bar colors won't change. The control bar with File,Edit,Tools, etc just won't change from white. Anyone know how to fix this

From your images you have the "Control Bar Background" set to "Black" and your control bar background is actually black. So we are not sure what exactly you are trying to change, or what the issue is. Please let us know what color you are trying to change so we can point you to the proper item. The "Control Bar Background" is the color of the control bar where the buttons are NOT displayed. Sorry, I figured it out. It had to do with Windows, not Sierra. I wanted to change the bar that has "File,Edit,Chart,etc." It was white, and I wanted to change it, but couldn't figure it out until I messed around with my actual window settings. Sorry for the confusion
