I was under the impression that pkg 10 would give me TPO charts, but it wont populate and error message tells me my pkg doesnt support TPO

That is correct, Package 10 (Integrated Standard) does not support the TPO study, along with other items. You would need to be on one of the "Advanced" packages in order to use the TPO study.
