Package 5 (and Package 3) are part of the "Base" packages, which do not allow for connectivity to trading or data services. Packages 10, 11, and 12, make up the "Integrated" packages that do allow for connectivity to data and trading services. Each package, withing their respective groups, then have certain items they support based on whether they are "Standard", "Advanced" or "Advanced with MBO". This is one reason we changed to referencing packages by names rather than numbers.
