When did Echange fees jump in price?

I decided to come back to Sierra Charts and paid the monthly fee to reactivate, but when I went to look at the Market Denali exchange fees, prices went up! I did not expect to pay $39 on top of the package 11 fee. I thought it was going to be much less I trade watching the stacked levels on the DOM, and I like to trade ES and CL, is there another option?
