I have a VbP study aligned on the right hand side of the chart; the horizontal line labels correctly display on top of this, however the extending rectangle's labels do not. What's the relevant setting to have these labels to always show on top?

Rectangles and other shape drawings, are called "Highlight" drawings. There are separate controls for where these highlight drawings are drawn versus the other drawings. Refer to the following and the item just beneath it:
Chart Settings: Draw Highlight Drawings Underneath Main Graph and Studies (Chart >> Chart Settings >> Chart Drawings menu)

Thanks, super helpful. Is there also an option to have a line, like the horizontal line, take the width of the entire tick-row? In this case it's set to 2px fixed, but since it crosses and divides in half the volume numbers as you can see from the screenshot, it would be optimal if the line would always span the height of the tick bar, so that I can fill it with a solid color and give it transparency, like in this other attached screenshot (from another software).

There is a way to do this, but it requires 3 studies. Two copies of the "Spreadsheet Formula" and one of the "Study Subgraphs Reference".

Set the Formula for each of the Spreadsheet Studies to be halfway above and below the price level you want to highlight. For example, if you want a price of 6726.00 and the tick size is 0.25, then you need to go 0.125 above and below 6726.00, so values of 6725.875 and 6726.125.

Then use the Study Subgraphs Reference and reference the two Spreadsheet Formula studies. Set the Draw Styles for the subgraphs in this study to be "Transparent Fill Top" and "Transparent Fill Bottom". You can set the Transparancy level as you want for these.

Make sure to set the scale for the "Study Subgraphs Reference" to "Automatic" as it is set to "Independent" by default, so it will not line up properly if you do not change this.

Refer to the following:
Spreadsheet Formula

Study Subgraphs Reference

Chart Studies: Transparent Bar Top (ACSIL: DRAWSTYLE_TRANSPARENT_BAR_TOP) and Transparent Bar Bottom (ACSIL: DRAWSTYLE_TRANSPARENT_BAR_BOTTOM)

Chart Studies: Subgraphs Tab >> Transparency Level for Fill Styles
