I would like to set moving average on delta from 00:00 time. How can I do that?. Screen attached.

A moving average is going to be calculated across all of the elements of a study if it is based on a study.

To do what you want requires, adjusting the Session Times in the chart:
Chart Session Times

And you would want to set the Start Time of the chart to 00:00:00

Maybe also adjusting the Days to Load:
Chart Settings: Days to Load for Intraday Chart Data Type (Chart >> Chart Settings >> Data Limiting >> Load Data Limiting Method: Days to Load)
