Contact your broker and have them contact CQG about this and resolve this problem for you:

CQG FIX Trading | Market data logon unsuccessful. Server message: Trader is not enabled to use SierraChartData. Please contact your FCM. | 2016-03-31 17:05:25 *

Or instead of using the CQG data feed which your broker has not yet properly authorized your account for, you can use the Sierra Chart Exchange Data Feed:
