If you actually see Positions listed on the Positions tab of the Trade >> Trade Orders and Positions window, then those definitively are being sent by Interactive Brokers. However, are the Trade Accounts for those Positions no longer in existence? Or not accessible by Sierra Chart? Exit from Sierra Chart and delete the TradePositionData.XML file to clear out positions for inaccessible accounts. Update to the current version of Sierra Chart.
