Yes, those settings are correct for a 45° angle.

You cannot look at the number of boxes in a column to determine the reversal amount. What you see is normal. Here is the documentation for how the study works:

If the study were to not allow a reversal until there are the number of boxes in a column which equals the reversal amount, there would never be a reversal under some conditions. It would not make any sense.
