This is the relevant error message:

CTS FIX socket (6) | Error received in OnConnect while connecting. Windows error code 10060: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond. | 2015-12-01 07:34:31


Clearly the CTS T4 server is available so there is some connectivity problem between Sierra Chart and the CTS T4 server.
