I think I got a direction: My charts on this SC instance are from remote data file. Doing sim trading on a non "remote data file" SC instance works fine. So, I added a chart with local data file (to the SC copy with the remote data file charts) and now this SC sees the stops/targets even when moved via acsil on the "remote data file" charts.
