Using v1316, when Chart Windows are set to Always on Top, they sometimes cover up dialog boxes like Chart settings from adjacent chart windows which then cannot be seen or accessed, or worse, main SC dialog boxes, like Save All on Exit, and if this happens, nothing in SC can be accessed, SC cannot be closed or restarted, and even locks out all access to the rest of the system due to the stuck always on top chart window, blocking the Save All exit dialog box. The entire system must be rebooted, force closing SC in the process. This is seen in a multiple monitor arrangement, when a temporary disconnect of one screen re-arranges all the windows incorrectly, with an SC chart window set as always on top covering everything else.
