In the first image. The scale is from 1387.0 to 1367.0. That is a 20 point constant range. What are you looking for it to do? I am on version 988. I made a change to the scale, saved the chartbook & closed it, when I reopened the chartbook it had the correct scale settings. I'm not sure what you are talking about.
