The settings for scale in my chart have always correctly saved. AT the bottom, Check "Constant Range with Auto-Center: Use Last Price Only. When the Scale Range is set to Constant Range Auto-Center , then when this option is enabled, the Last price of the last visible bar is the center point of the constant range scale.
