Finally an answer as to the cause of this problem from T-Mobile. Sierra Chart's IP address is being blocked because it is part of an IP address space that was previously not open for public use. According to T-Mobile engineering the 5.0.0.0/8 network changed to public use about a year ago but their firewall rules were not updated to reflect that change. They're looking into how they can resolve it. Like all big corporations there's lots of red tape involved. Thanks for your support in resolving this problem.
