You have the following error in your Installer Log: File error: Windows error code 32: The process cannot access the file because it is being used by another process.
Error encountered with file move. Retrying in 4 seconds. Sierra Chart must not be running when you perform the update. The best way to do this is to start the update from within your Sierra Chart software by selecting "File >> Download Current Version". When you do this, the software will close Sierra Chart and start the installer. Also, make sure you do not have any sub-instances running. You need to close those manually first, then start the update from the main instance.
