We can not compare to another system, as we have no idea how another system deals with this information.

What we can tell you is that for the "Recent Bid/Ask" columns, a price level will be reset when the move moves away from that level and then comes back to it.

The "Recent Bid Ask Volume Timeout in Milliseconds" allows the price to move away and then return to a price level and NOT have it reset within that time period. So if you have this set to 2500, then the price can move away from a level and if it returns within 2500 milliseconds, then the level will not be reset. If it is more than 2500 milliseconds, then the price will be reset. Refer to the following:
Global Trade Settings Windows: Recent Bid Ask Volume Timeout in Milliseconds (Global Settings >> Chart DOM Settings >> Other >> Other Settings)

The other setting that affects this is the "Reset Recent Bid/Ask Volume on Bid/Ask Change". If this is set to "Yes", then if there is a change in the bid/ask at a level, even if it is not a trade at that level, then this will cause that level to reset. It sounds like you may have this set to "Yes", but functionally, you are wanting it to be "No". Refer to the following:
