I'm confused. I've been testing it for several days now. I need to use OpenVPN to connect Sierra in my country, then I set the OpenVPN connection method to TCP instead of UDP. It worked fine for a few days after that, but it's not working again today. If it were a firewall issue, it should always be failing, but in fact, it works sometime but doesn't work another sometimes. I normally access Google and YouTube easily with speeds over 300 Mbps.
