1. The way to do this is to use the "Tool Config Name" as the text to be used. Then set "Copy Tool Config Name to Text" to "Yes".

It's not really any different from assigning a specific text to a configuration.

2. The Configuration is for what will be used when the drawing is initially drawn. As such, there are a few items that only apply in that state and do not apply to the "Properties" window. The "Copy Tool Config Name to Text" is a good example.

Also, there are 24 configurations that you can setup for each tool. There is only a single "Properties" window for the specific drawing that you are modifying at that moment.

3. Although it could be part of the "Properties" window, it is not the way we programmed it, and not how we think about that particular item. That is something that is setup up front, when you want a specific text for a drawing and you know this before you draw it. Once you have the drawing done, then you can add whatever text you want to it.
