There is no way to know why the Attached Orders were not sent at that time. Most likely, the option for "Use Attached Orders" was not active. But we really can not say. The only thing you can do is to move forward, and if you have the issue again, then check to ensure the option for "Use Attached Orders" is enabled and you have your Attached Orders setup properly. Then look in your "Trade >> Trade Service Log" to see if there are rejections from your trading service.
