The one thing we see is that you do not have the option for "Lock After Positions Flattened" enabled. As such, there will be locking of the trading. The option for "Lock for Day" will only function if you also have "Lock After Positions Flattened" enabled. Refer to the following:
Global Profit/Loss Management: Lock Trading >> Lock After Positions Flattened

If the flatten did not work, then let us know.
