Can I extract the needed configs from the old file with one of Your tools
There is not a way to extract the data from a configuration file. How about a new SC64 version, that does also allow xml/json-config-files, which can be edited by anyone. Say, id the "Sierra4.config" file cnnot be found, then use "Sierra4.config.xml".
