1) Minimized windows remain visible & active as a small window

There are options for how the Minimized windows are handled in the latest versions. Refer to the following and the two items below it:
General Settings Window: MDI Child Window Minimize Method (List) (Global Settings >> General Settings >> GUI >> Multiple Document Interface (MDI) and Custom Title Bar Settings)

2) The thick window border overlapping/covering the text once Window Title Bar Width is reduced

This is the stadard border that is around all the windows. There is not a way to change this.

3) Maximized Window --> please bring back the minimize/maximize/close icons to the upper right corner instead of a text in the middle of the menu....

This will not happen. There is too much difficulty with how those act, so the new options are what is available.

The chart looses the icone to bring it in the original position and I am forced for example ti minimize from the tabs or to tile, to have the inside charts back to the previous positions.

We are not certain of what you are trying to state here. The one thing we want to point out is that the order in which the windows are drawn is related to the order of the windows in the "Window >> Windows and Chartbooks" window. Items at the top are drawn first, so as you go down these will be drawn on top.

Also, the title bar of the chart windows are different from the usual one in previous installation.

Sierra Chart is drawing the Title Bar for these windows instead of letting MS Windows handle them. Refer to the following setting and the 3 below it:
Graphics Settings: Window Title Bar
