There can only be a single Configuration selected for any tool at any time, regardless of the chart. So it is not possible to get exactly what you are wanting, which would be that each chart has its own tool and configuration. You can, however, have each chart have its own control bar and a specific tool and configuration setup for each individual control bar. This way, you can select the control bar button for that chart to have the specific tool and configuration for that chart. But you do have to specifically select the control bar button to have that configuration applying at that time.
