For the way you have this setup, the "Moving Average" should not become the "owner" of the scale, rather the scaling should be based on both the studies. In the end, if you want the scale to be controlled by the "Cumulative Delta Bars", then you need to set the scale for any other study in that region to be "Same as Region".
