To add to what @User150671 said, having charts with no title bar, menu, or control bar is essential for maximizing screen real estate and having a clean appearance. But it can be quite a hassle to adjust such a window.

A solution could be to have "show/hide title bar" as an option in the chart settings window. Title Bar Name is already there in the Display tab, that seems like a logical spot. Then it's just a right-click away from finding it. While we're at it maybe add "show/hide menu" there also. I have a "show title bar" and "show menu" button in every one of my custom control bars for this reason - there's no easy way to toggle them on or off without setting up custom keyboard shortcuts.

Short of that if you have a control bar with a "show title bar" button anywhere in the layout you can "float" it, then use it for whatever chart you want, then re-attach it. It's an extra step but it works in a pinch.

Also +1 for this: "If Sierra implemented the chang you suggest, I am sure it would likely be an annoyance for more people than it solved edge case issues for."
