We have found the problem. And resolved it. It has nothing to do with the Hand tool. It is related to having the market data columns enabled through the Trade menu but there are no market data columns to show. It is the result of the boundary between the bid and ask backgrounds, which when in the area of the title bar, is drawing over it. This is resolved.
