The reason you are only seeing a colored background on the Bid side is that you have the color for the "Column 1 Range 3 Up Color" set to black. Therefore, there is no coloring for the Ask side. You need to set that to a color you want to view, just like you did for the Bid side with the orange color in "Column 1 Range 3 Down Color".
