Is this in Simulation Mode or live trading? If live trading, what trading service are you using? Exactly what order types do you have set for your Targets and Stops? In general, if the Stops and Targets are not working when Sierra Chart is not running, then this implies that the Target and Stop are not being held by the trading service, but are local to your computer. So Sierra Chart is actually managing these, in which case the software needs to be running to do this.
