In general, you are correct that the charts should only show for the chartbook that is open. But, there is a way around this, by setting the option for "Window >> Window Always Visible". When that option is enabled for a chart, then that chart will be visible (and available) no matter what chartbook is currently active. It looks like you have that option enabled for those charts that are showing in the "wrong" chartbook.
