This will be resolved in a new release coming out today: The hand tool suddenly moves the chart instead only the content of the chart. "Support Vertical Scaling/Movement with Hand Tool" is set to Yes.
I also see a blue title bar on every chart or DOM when "Show Title Bar" is activated.
These are Sierra Chart title bars and can be fully configured.
