We see that you have the "Title Bar" set to not display. This can often lead to odd items occurring, and we think this may be the reason for what you are seeing occurring. With that chart active, select "Chart >> Show Title Bar" to have that option enabled (there will be a checkmark (tick) next to the item in the menu). Then try to move the chart with the Hand tool and see what happens. If this does not resolve it, then please let us know. Although what you are seeing is definitely going to be related to the Operating System, as it seems to think that you are selecting the title bar to move the chart.
