I received the following answer from IBKR about what this new API option means:

"The feature refers to orders that are getting queued in TWS/IB Gateway, for example when submitted in a large batch. When the setting is enabled, TWS/IB Gateway will not clear the queue upon loosing connection to IBKR server, auto-restart or midnight reset. The orders will be reverted to PreSubmitted state once the connection has been re-established."

Do you see any implications for the API usage by SC in the explained behavior, especially that "orders will be reverted to PreSubmitted state"?
