Update / Solution: I found the cause of Ctrl+Alt+M not working for the Manage Chart Drawings Window. The key combo was actually captured globally by NVIDIA ShadowPlay Helper (nvsphelper64.exe) — it registers Ctrl+Alt+M as a system-wide hotkey for microphone toggle. After disabling or changing this shortcut in GeForce Experience → Settings → Keyboard Shortcuts, Ctrl+Alt+M works perfectly in Sierra Chart again. So if anyone else runs into the same issue, check your NVIDIA ShadowPlay settings.
