You have "Lock Fill Space" enabled. Refer to the following: Chart Menu: Lock Fill Space (Chart menu) Also, there is a way to create a temporary "lock fill space" by holding the Control Key and scrolling. Even after releasing the CTRL key the fill space will stay locked until you scroll all the way to the right of the chart (to the current bar). Then you can scroll as usual after this.
