The only thing you can do is to change the primary color of the "TPO Letter/Block Color" to make it lighter. This will lighten all the bars, including the darkest ones, but it is only a slight difference, so it may not do everything you want. We have set this as a Feature Request to have a way to set the low end of the colors shading used when shading the blocks/letters by time.
